is calling keller army to other systems decrease chance of his attack to coalitions systems?

I dont collect them, I call them to blazer's or terron's system. After it I go away. I come back a bit later and take remains of fighting.

I dont know, I think its random. When I played last time I had same problem, or he doesnt attack at all, or it happens very often. Thats why I prefer to kill him and dont rape my mind
2- i have seen blazer and terron attack my systems though i only had 5 systems why it happened
They attack systems if its over 3.
3- i still have problem to determine tech grows of planets they are industrial but they dont grow that much
Im not pro in it. Ehhm do you look to new equipment in there? What is their maximal level? And what is galactic level? (shift+ctrl+vertix).
Yes its cabbot grow fast. I think rocket launchers will appear in 06-07 year, although I can make mistake.
4- i want to manage my skill allocations better, so i must ask: how damage calculated and how attack and maneuver skills affect them
For example your weapon has 20-50 demage. After it computer pick damage from that interval (it depends of attack skill of attacker and maneuver skill of victim). When its defined (for example 40), we look to victim's armor. If its 50%+10 then final damage will be: 40-(40*0,5)-10=10.
As I know, nobody knows how it works exactly if you asking about interval only. With weapon 10-14 and without attack skill I think damage is picked from 10 to 13 (becouse in description of skill its something like "probability to make maximum damage is 0%").
In other situations Im not sure also, I think if attacker has attacking skill = 5 (100% probability to make maximum damage) and victim has maneuver skill 3 (damage decreased up to 60%) then probability of maximum damage is 40%.
As I said exact formula of picking range can be other, nobody sure about it. But at least we know how it works after it. Generator blocks damage in percents minus ship's armor.
5- in what type of planet and with what rate luxury trade item actually produced
As I know at start its random. But if planet havent luxury then cost is increasing, if planet has many luxury then cost is decresing. Use it when you trade. So you can sell many luxury and wait a bit. After it buy that luxury with low cost and sell in other place where luxury is costly (sometimes its planet where you bought all luxury before). But where luxury is produced... I think everywhere. But for trading it havent meaning, you can buy same luxury everytime which you sold some time ago.
6- is there anyway to affect the prohibition of some trade item (like drugs) to become legal?
As I know its random. It can become legal, but you cant affect to it. (If I remember correctly)
